Indonesia e-Government Ranking According to United Nations Survey 2012

Indonesia e-government development experiences a little progress. This case is viewed from e-Government Development Index 2010 with score 0.4026, then in 2012 became 0.4949. If we see the Indonesia e-government ranking in the world, it was on 109th in 2010, then ranking 97th in 2012 (UNDESA 2012: 13).


Although position of Indonesia is still far toward number one, but minimally there is better development. For world ranking, Indonesia must learn continuously in order to able to compete with other countries. Not only competing in e-government implementation, but in education field and productivity level must be paid attention seriously too, especially by government.

In South-East Asian region, Indonesia reached ranking 7th. While countries those are over Indonesia sequentially from the first ranking are Singapore, Malaysia, Brunei Darussalam, Viet Nam, Philippine, and Thailand. Singapore as the best e-government implementer in South-East Asian reached e-government development index 0.8474. This country also reach world e-government development ranking 10th (UNDESA 2012: 27).

Indonesia is drag behind other countries. A country that is often compared to Indonesia is Malaysia. This country so far left Indonesia. Even Brunei Darussalam that is not seen like completion, it is on the ranking 3th. This case must be evaluation material for Indonesia, which had experience ever become teacher for students from Malaysia last time ago.

Parameters what are used in e-government development index research above include: online service component, telecommunication infrastructure component, human capital component (UNDESA 2012: 126).

From three of the parameters above, online service is relatively easy to be felt by public. One of online service realizations is website. Therefore, how often do public access the website? It can be input: Is Indonesia government online service enough or not? A case what is note expected is website is built for formality only, so need of public persistently must be finished offline to related government offices. This fact is often happened in real world.
To illustrate lack of Indonesia e-government quality, in this article, it is compared to a country with the best e-government in the world. Comparison between ranking of Indonesia and the first ranking Republic of Korea can be seen on table below:

The e-government concept according to UN includes 4 stages. Those are emerging, interactive, transactional, and networked. Four of the stages became research component of online service.

Indonesia reached score online service index 0.4967, while Republic of Korea reached 1.0000. Score of Indonesia and Republic of Korea based on online service index parameter can be seen on table below:

How about e-participation in Indonesia? Indonesia reached ranking 24th. While the country with the highest score is Netherland and the lowest ranking is Yemen 43th (UNDESA 2012: 134). Related to participation also may be seen from Indonesia people enthusiasm in accessing Internet, such as Facebook, which today it is categorized as the biggest users in the world.

According to better Indonesia e-government development, hopefully it can be better to serve public in practice. Moreover if see this country has citizen from some islands with so far distance, e-government may help their tasks.
